Round tables were held in Khujand and Dushanbe to discuss priority areas and practical cooperation in the field of prison reform in the Republic of Tajikistan through 2030

On 11 July 2025 in Khujand and 15 July 2025 in Dushanbe, the NGO Human Rights Center and the Public Foundation Legal Initiative hosted roundtable discussions to engage civil society representatives in shaping proposals and recommendations for the 2026–2030 Action Plan, and to strengthen practical cooperation in advancing prison reform in Tajikistan through 2030.

During the roundtables, participants discussed various aspects of the penitentiary reform process in Tajikistan. Key topics included: improving living conditions, organizing labor and vocational training for inmates; enhancing the quality of healthcare services, expanding social and psychological rehabilitation, and promoting educational initiatives for prisoners; ensuring the effective application of non-custodial sentences and supporting the social reintegration of individuals released from detention; and addressing staffing and social support issues for employees of the penal system.

The roundtables were attended by representatives of diplomatic missions, as well as international and civil society organizations.

These events are held within the framework of implementing Tajikistan’s Strategy for the Reform of the Penal System until 2030, which highlights the importance of strengthening interagency and civil society cooperation.

This initiative is supported by the Swiss Cooperation Office in Tajikistan and the United Nations Democracy Fund (UNDEF).
